Background: Outerbanks Entertainment is the company of the Scream franchise creator Kevin Williamson.
1st Logo
(January 20, 1998-May 14, 2003)
Logo: Just the Outerbanks Entertainment logo (a la 1988 Imagine Entertainment logo) above the black water on a black background.
FX/SFX: The water shadow lighting the Outerbanks logo, and the black water.
Music/Sounds: A haunting cave sound. There are three different versions.
FX/SFX: The rippling of the logo, and the moving of the water background.
3rd Logo

Logo: On a blue sea BG, we see the rippling Outerbanks Entertainment logo.
Variant: A longer version exists on Venom.
FX/SFX: The rippling.
Music/Sounds: Just a rippling water sound.
Availability: Seen on shows by Kevin Williamson such as The Vampire Diaries, and The Following.

Logo: Similar to the 2nd logo, but this time with a dark green-brown sea background, different sea direction, and no rippling at all.
FX/SFX: The enlightening.
Music/Sounds: Same as the 2nd logo.
Availability: Seen on later seasons of The Following, as well as The Vampire Diaries.

Logo: Same concept as the 1st logo, except slightly different. There's now a animated water background, and the logo

Music/Sounds: A higher tone version of the haunting cave sound from the first logo.
Availability: Rare. From as far as we can tell, this is most likely a prototype for the 3rd logo. Can only be seen on the short lived show Glory Days, which aired on The WB. Might be still seen on some European DVDs of the show. Check your old tapes for this one if you need to.
